The weird part is that it sometimes doesn't happen, other times the taskbar displays for a split second after I turn on fullscreen before hiding itself.
I am using Chrome on Windows 7 and whenever I use the "Show Desktop" button in the right bottom corner, it triggers a glitch when I use Chrome to where if I fullscreen a youtube video the task bar still remains. I don't know what could possibly be causing this.
